SUMMARY OF EXPERIENCE
Mr. Scher possesses over 30 years of experience in line management, project management and consulting and engineering serving the petroleum, petrochemical, chemical, natural gas, synthetic fuels, steel, manufacturing, secondary metals and transportation industries in the United States and abroad. He has significant technical expertise in conducting environmental audits and assessments related to property transfers, mergers and acquisitions, and refinancing. As part of this experience, Mr. Scher has considerable experience in Phase I environmental due diligence according to ASTM, Phase II site investigations, and negotiation of risk and liability between the buyer and seller. He has also performed air and water quality studies, RCRA permitting, Superfund RI/FS, groundwater and soil remediation, and TSCA evaluations and remediation involving PCB contamination. Additionally, Mr. Scher has experience with the design and start-up of major pollution control facilities, environmental impact and baseline studies, and air and wastewater permitting.
Mr. Scher was active on a technical advisory committee that led to the formulation and rollout of ISO 14001 Environmental Management System. He has also worked with both government and industry developing and reviewing various types of EMS’s. He has participated in internal and third party reviews of EMS’s and helped trained staff in the application of EMS principles. In a related activity, Mr. Scher has designed and implemented pollution prevention programs and trained staff to accomplish the same.
Mr. Scher’s design experience includes preparation of heat and material balances, PFD’s, P&ID’s, equipment specifications, plot plans and equipment layouts, and start-up and operating manuals; conduct of flow sheet, process safety and model reviews; review of vendor drawings; scheduling and cost estimating; field checkout of construction; and start-up and operation of facilities. Projects have included raw water treatment systems; physical, chemical and biological wastewater treatment systems; sludge dewatering and handling systems; solid, liquid and gaseous incinerators; boiler feed water treatment systems; cooling water treatment systems; and flares and other utility systems.
In addition to engineering design work, Mr. Scher has appeared as an expert witness on behalf of clients at public hearings, in deposition and in court.
